Primary off-plan sells only through developer-authorised brokers, with no three-broker cap.
You pay the Dubai Land Department's 4 percent registration fee plus an Oqood registration fee, both due at the time of the initial sale contract.
Oqood is the DLD's off-plan registration system. It registers your interim property record before the title deed is issued at handover.
In the UAE this is normally possible once your payments reach a set share of the price and the developer issues a No Objection Certificate. The threshold and the assignment fee are set by the developer, so confirm both with them directly.
On completion, the final 20 percent instalment is due, the unit is inspected, and the title deed is issued in your name.
